As he left the bank, the man put a small AM/FM radio on a counter and put a mask on his face. Thomson said he did not make any threats nor did he attempt to rob the bank. Witnesses described the suspicious man as a white male in his 20s with facial tattoos. They told law enforcement he boarded a southbound bus.
Deputy Casey Burnham stopped the bus and arrested the man, identified as Danny Dean Kelly, 23, of Salem on charges of disorderly conduct and seven counts of menacing. Thomson said Kelly has a lengthy criminal history. Deputies learned the tattoos were stick-on tattoos, the vest was homemade from thin sheet metal and the mask was a dog muzzle.
The bank was closed for about two hours while Salem Police Department’s Bomb Squad and the FBI assisted the sheriff’s office by checking the items left behind. They determined the items were harmless. Kelly was booked at the Marion County jail. Thomson said that part of his jail processing includes seeing a jail nurse who will conduct a mental evaluation.
